During the 04-05 academic year a variety of guests have come to PUBA classes or events to make presentations or sit on panels. They included:

PUBA 600 & 601 - Core Year:

Legislative Process Module:

  • Robert Toyofuku, below left, President: Pacific Law Institute and a prominent legislative lobbyist, visited the Core Year on November 16, 2004. The session marked the beginning of the Legislative Process module, and Toyofuku provided an overview of the legislative process in Hawaii and then shared his experience and insight as lobbyist with 20 years of experience. Toyofuku will join State Representative Roy Takumi in listening to Core Year participant testimony in a mock hearing on November 30, 2004, at the State Capitol.
  • Four state legislators, above right, shared their experience and insight with the Core Year on November 18, 2004. Pictured from left to right are: Senator Les Ihara (D), Representative Galen Fox (R), Representative Corinne Ching (R), and Representative Roy Takumi (D). The conversation ranged from personal reasons for seeking elected office; to assessments of what works—and what doesn't—in Hawai'i's legislative process; to the relative merits of initiative, referendum, and recall. Senator Ihara and Representative Fox are this year's College of Social Sciences Legislators-in-Residence. Representative Takumi is a graduate of the Public Administration Program.

PUBA 620 - Reforming Public Organizations

  • Randy Perreira, Associate Executive Director: Hawai'i Government Employees Association (HGEA). On October 18, 2004 Randy came as a guest to PUBA 620. HGEA is the largest union in the state of Hawaii. Each year those enrolled decide who they want to invite to come talk with them about issues relating to the reform and improvement of public organizations. The time spent with Mr. Perreira focused on whether his union plays a positive or negative role in change, the up and down sides of seniority systems, the HGEA as an organization, and the future of union membership in an era of “reinvention.”

PUBA 622 - Strategies of Change, Leaders and Leadership:

  • Robbie Alm, Senior Vice President: Public Affairs, Hawaiian Electric Company. In the last three spring semesters Robbie has co-taught PUBA 622. He has extensive experience in executive roles in the public and private sectors, and is widely respected for his work with the non-profit community. Robbie has also participated with PUBA in a variety of ways over the years.
